In the Fin config editor, there is an option that says "disable all AI changes" which is "false" by default, meaning any change you make in the AI section will apply. If you set it to "true", Fin's won't change AI behavior. Fin, the author of the mod has said he is aware of the current issues with gear and AI difficulties regardless of what we (the players) change.
