I do think that in general, the pattern/red-border mechanism is flawed, in terms of predictability and drop rates. Bordering/extracting any weapon should award currency that can be used to buy more patterns, exotic ones could be expensive, but deterministic.

I think the drop rate is fine, since Forsaken dropped I've had the sword twice, cerberus, Warlock chest piece and a bunch of y1 exotics. Just today from the same Gambit match I had 2 drop. They started dropping after raid launched if you have one exotic Glaive pattern already and the drop rate is pretty much the same as a raid exotic but likely no bad luck protection so it'll always be 5%. Once you unlock the first Glaive through the evidence board the other two are earned from Wellspring completions, you can be on any class, and they get added to your inventory directly once the mission complete banner appears on screen. They just have an abysmal drop rate. I've done close to 100 and I'm still missing the third pattern. The pattern doesn't drop randomly from wellspring, to get it you have to fully complete all of the evidence board quests at the enclave until you get the last one, called REVERSE-LURE.
