If a player is in a cell, zombies will never respawn. When a player leaves a cell, 20% of zombies will respawn every week (168 hours). However, if a player returns to that cell, it blocks spawns and the 168-hour timer is reset upon leaving. I believe I should set the settings as such: RespawnHours = 0. RespawnUnseenHours = 168.
