It's basically an "on demand" feature you can activate on legendswap. By the way, the main point is that everyone and their mother is already using Energy sigil on Vin.Also, as others have already said, there's little sense to running dps Herald, when you can run quickness Herald with almost 0 DPS loss. Vindicator should significantly outperform Herald in terms of pure DPS. They are quite even in terms of raw dps but I believe Vindi should have better burst and cleave damage.
