Sounds like a worn cv axle to me. A friend of mine has an older accord with twice the mileage, and at has a bad vibration only while accelerating, and its worse around 55-60mph. It also clicks and pops a lot while making a turn out of a parking lot. It's been like that for a couple years now.Since it increases with steering input I would suggest you check the power steering fluid level. The pump will whine if low on fluid. If it is low top it off and find out where it is leaking. The pump in the trans can make a very similar whine noise if low on fluid but that should not be related to steering input.

The typical repair of the power steering is the O-ring on the suction side. In cold weather it shrinks allowing air to be sucked in to the pump. The alternator will also make a whining sound as well.
