Also, I super do not recommend the guardian swordspear. I tried it because it looks cool and has dex compatibility. Despite having the best dex scaling in the game, it swings slower and hits less hard than 2 straight or curved swords. The best damage I could get in a dexterity build was with a dw jump slash build.Probably yeah. I tried dex first and it has neither the defense, greatshields or heavy stagger weapons of a strength build, and none of the bleed of having some arcane. Truthfully the best bleed weapons enjoy dex though, like helice, eleonora's, Rivers of Blood. Bleed is definitely strong enough to just use that instead.

Honestly though the biggest problem with Dex builds is as you have noticed, there aren't a huge amount of support items prior to the endgame. Thorny Cracked Tear, Millicent's Prosthesis, Rotten Winged Sword Insignia, Lord of Blood's Exultation, Shard of Alexander, all very late game items and all essential to creating a strong Dex PVE build.
