I followed the guides to the letter, have an exception in firewall, launch as administrator. When I open ACT, the overlay or box does not show up at all. I've toggled the "show overlay" and it still doesnt work. Any idea? Have you tried running in fullscreen-windowed mode and does the mini parser work? That's what I had to do to get mine working.
