I think you have to run nvse_loader.exe which is the nvse wrapper CCNA referred to. This enables FNV to run with the new vegas script extensions that the stutter remover requires. Unless the fallout_fullscreen incorporates the nvse loader? Check the console in game to verify that nvse is loaded.
