Short answer is: No. There are too many different devices that need different bits of code that are specific to just those devices. You will need to search on XDA for your exact model of device and research how to do that on your own. There's just too many variables involved otherwise.

There are two ways to do this. I haven't personally done either one so I can't give you step by step instructions. Option 1. Use the stock Pogo app and spoof your location using a jailbreak tweak. Google jailbreak and location spoofing and you'll see a lot of links that explain how to do this.
